Effective and Compliant Secondary Transition Practice

In response to the accountability requirements under the Individuals with Disabilities Education Act 2004 (IDEA), Part B State Performance Plans (SPP), the Pennsylvania Training and Technical Assistance Network (PaTTAN) and Intermediate Unit Transition Consultants will be providing local education agencies (LEAs) targeted, sustained professional development regarding effective secondary transition practices that will reasonably enable students to meet post-secondary outcomes (Aligning Indicators 1, 2, 13 and 14).

LEAs throughout Pennsylvania will have the opportunity to participate in several training protocols that will enhance their ability to provide effective programs and supports for students transitioning from high school to adult life.

LEAs will be notified annually of the current year’s cohort assignments.

Required of each Effective and Compliant Transition Practices- for Targeted Indicator 13 Schools is the development and implementation of a training plan, supported by PaTTAN and the LEA’s Intermediate Unit (IU). When assigned to this training protocol, the LEA is expected to assemble a team responsible for planning at the local level. The team should consist of the following: special education directors, building principal, transition coordinators, special education teachers, speech language therapists and guidance counselors. It is encouraged that the team also include: general education teachers, school psychologists and other educational staff involved in secondary programing.

Voluntary Training Efforts:

  • Building Administrator Capacity: A Focus on Secondary Transition

    • Through this training series, administrators who serve as Local Education Agency (LEA) representatives will become equipped with tools to lead compliant and best practice secondary transition programs to meet the needs of students of transition-age. In addition, administrators will review their current practices related to secondary transition and determine ways in which to enhance programming for successful post-secondary goals for all students.
